Any Advice on how to communicate better with my residents?

I live in a shared building with 20 different flats. Getting anything done is a nightmare - when it comes to discussions on building works and general improvements to the quality of life in the building, about 5 of the flats refuse to partake in any kind of talk. About ten of the other acknowlege the issues, but drag their feet when getting involved. This leaves only me and another 2 or 3 flats who are actually proactive enough to get anything done, which as you can imagine leaves us with a lot of work to do. Does anyone out there have any hot tips for communicating with all the residents better and getting a greater level of participation? It'd just be nice to feel like I live in a community for once!   1. Are you an owner or tenant ? Check terms of lease. If you're a leaseholder the freeholder or management company would be obligated to certain levels of service.
